INTRODUCTION

Nigeria's ability to realize its vision of becoming one of the twenty largest economies in the world by the year 2020 is largely dependent on the capacity to transform its youthful population into highly skilled and competent citizens capable of fully addressing the needs of its industries and competing favorably in the global area. A major part of the responsibility for preparing such citizens rest on higher education institutions which are largely restricted by the following factors:

Their lack of capacity to accommodate the increasing number of school leavers who continue to swell the rank of the unemployed and underemployed.

The low participation of the private sector in skills training and development at that level.

The apparent lack of relevance of the training provided by these institutions to the economy.

These issues highlighted above obviously pose a serious concern to the attainment of the noble goals of vision 2020 . In order to close this gap, the Federal Ministry of Education decided to approve the establishment of the private sector led Vocational Enterprise Institutions (VEI's) and Innovation Enterprise Institution (IEI's) with the major aim of widening access to Technical and Vocational Education and Training (TVET) and to serve the needs of the industry and self- empowerment of the nation's citizens.

TARGET BENEFICIARIES

The IEI's are expected to be a credible alternative form of education that will cater for the interest of the underlisted beneficiaries:

School Leavers who wish to acquire demonstrable practical skills to secure employment or generate employment.

Persons seeking for career paths that do not need University degrees.

Persons who have not studied for some time and desire to do so.

Persons who doesn't have time for full time study but want to enhance their skills.
