Programmes

All our programmes and activities currently cover the six states in the South-South geo-political zone of Nigeria.

Since the establishment of DLI in 2002, the organization has implemented several programmes aimed at equipping communities in the Niger Delta region to become active participants in building leadership structures in the community and thereby develop the capacity to drive their own development process through participatory rural appraisal system.

Stakeholders Engagement on Community Development
DLI has conducted over 30 engagements on behalf of Shell Petroleum Development Company (SPDC) in the nine states of the Niger Delta. These stakeholders’ engagements involved members of the legislative Houses and Executive Council chairmen of all the nine states, Senior Civil Servants, Traditional Rulers, and Women Leaders in Bayelsa State. We also conducted stakeholders’ engagement on behalf of Indorama (EPCL) for Senior Officials from the Rivers State Government.
The overall goal of the stakeholders’ engagement was to promote good business environment for SPDC and to encourage participatory planning to achieve the objectives of SPDC’s Global Memorandum of Understanding (GMOU) and to encourage sustainable community development.


Local Economic Empowerment and Development Strategy (LEEDS)
DLI was the facilitator for the coordination and production of LEEDS documents at the LGA level in Rivers State. A long term development plan with short term strategies designed to set the pace for local inclusion and economic empowerment, which is a necessary condition for sustainable peace and participatory development in the local communities.
The overall goal of the project was to encourage participatory planning at the grass root in order to enhance sustainable rural transformation and economic development.


Eleme Petrochemical Company (INDORAMA) - Stakeholders Engagement.

DLI facilitated a stakeholders meeting with all the host communities of INDORAMA and developed a career development programme for the host communities to ensure a conducive business environment between company and the host communities.
The overall goal was to ensure good working environment for INDORAMA, and to encourage community inclusion and participatory planning for sustainable development in the host communities.


The Niger Delta Environmental Roundtable (NDERT)

This is an annual independent platform that connects the communities in the Niger Delta region, Governments, Oil and Gas Companies, Civil Society Organisations and other stakeholders working on environmental issues to jointly seek solution to the numerous environmental problems affecting the region, and which often leads to conflict and misunderstanding among stakeholders in the region. The first was held in Port Harcourt, Rivers State, while the second edition was held at Ibom Hall in Uyo, Akwa Ibom State.
The overall goal of the programme is to strengthen environmental awareness, encourage environmental protection and sustainability and to create room for dialogue between oil and gas companies and their host communities in the Niger Delta.


Basic Leadership and Civic Education Programme (BLCEP)

This is an annual leadership capacity building programme that brings together over 500 secondary school prefects and Student Union Executives from the core Niger Delta States. The programme covers basic leadership skills, governance and civic education, peace building and conflict transformation. This programme has been successfully implemented for the past five years.
The overall goal of the programme is to groom young leaders and develop their capacities for future governance and leadership roles.


Women in Politics and Leadership Summit (WPLS)

This is a forum which brings together local women and it is aimed at empowering them to become active participants at all levels of governance and by so doing contribute significantly to the development of their various communities.
The overall goal is to encourage women participation and inclusion in leadership and politics and to promote gender parity.


Quarterly Leadership Dialogue (QLD)

This platform provides opportunity for the cross fertilization of ideas on contemporary socio-economic and political issues that affects the society and shapes government policies, thus making sustainable contributions to national development. This programme has been implemented quarterly since 2006.
The overall goal is to promote dialogue on social issues and encourage citizens’ contribution to national development.


Greater Horizons Opportunities Programme (GHOP)

The GHOP is a seven years Rivers State Government Educational Initiative funded by the Rivers State Sustainable Development Agency, designed to widen the horizon of the Rivers Child by creating access for talented but impoverished rural and urban slum beneficiaries to obtain quality education in topmost secondary schools across Nigeria. The Programme also seeks to create access to quality tertiary education in and outside Nigeria for best performing beneficiaries.
The selection criteria are based on merit and all academically gifted Rivers indigenes in public primary schools are qualified to apply. The Programme is currently in its first year of operation with a total of one hundred and twenty three (123) children from the twenty three (23) Local Government Areas of Rivers State in enrolment at various private secondary schools across Nigeria.
The Programme is jointly implemented by Development and Leadership Institute (DLI) and Kate Bee Foundation (KBF).

 

Excellence in Local Government Initiative (ELGI)

The ELGI Programme is a two years Rivers State Government sponsored local government intervention programme funded by the Rivers State Sustainable Development Agency (RSSDA), designed to promote good governance and sustainable development in the local government system in Rivers State.  The objective of the programme is to stem the tide of corruption and misrule in the local government system which has contributed to the underdevelopment of the grass root, and to promote a culture of excellence through which all local government chairmen and office holders will aspire to excel in good governance and in the delivery of development and promotion of human security. This initiative is to be achieved through on the spot assessment and field visits by a team of independent assessors drawn from outside Rivers State, who will assess the performance of each of the twenty three local government areas in the State and make recommendations to the RSSDA for rewards. Specific rewards are to be given to the three best performing local government areas as an encouragement for good governance and delivery of development.
The ELGI Programme is jointly implemented by Development and Leadership Institute (DLI) and Centre for Development Support Initiative (CEDSI). Management Consultancy is provided by Human Resources Development Foundation (HRDF).
